Speech Synthesis Module 6: Spectral Envelope

In the Speech Signal Modelling video of Module 6, there is a spectrum (fig 1) which could be decomposed as an addition of spectra of periodic and aperiodic components. I didn’t quite get what Simon was explaining at 10:35 (fig 2) about the lower spectrum and the video (videos in the whole module) seems to be caption-less and transcription-less…?
