Questions from TopHat

I did some exercises on Top Hat and have two questions here:

1. Based on the spectrogram, all I can tell is that frequencies above 4kHZ are gone and this seems to be a result of being downsampled to 8khz. I don’t understand why C is the right answer.

2. I don’t fully understand what ‘increase damping’ refers to and how a resonant system can be affected by increasing/decreasing damping.
