Have you inspected recipe_0042? Is there anything weird about it? Is the label wrong somehow? What happens if you remove recipe_0042 from utts.data and try running that script again?
If anybody is still wondering how to do this, one solution could be to just put your files in a GitHub repo and turn on GitHub Pages – your files will be served at https://<yourusername>.github.io/<yourreponame>/<filename>

Yes, it looks like I needed to move the entire voices-multisyn folder to my festival installation because beyond just the scm voice file (localdir_multisyn-gam.scm) there are some initialization files (in folders coef2, lpc, and utt, like utt/nina_x1_001.utt) that were required too? I’m not totally sure why these single utterance files were needed but it appears that the voice is working now!
I believe this is because the velum can be involved passively, as the place of articulation for a plosive like /k/ but can also be involved actively in opening (nasals) or closing the oronasal port.
