I just tested it on me saying bat and did not have -ve VOT.
Is it possible that your linguistic background may be causing you to use a different [b] perhaps?
(I believe this may be stated to make difference somewhere in the readings)
Essentially the vowels of the IPA only offer a plane across which vowels differ. This means that theoretically there are infinitely many vowels within this plane however the IPA vowels help us explain these vowels of languages in relation to them
